[日刊《品质管理》1978年5月报道]TQC在日本被理解为全体人员参加的质量管理,是让公司的全体从业人员在各自的工作岗位积极主动地担负确保质量的责任。部、课长(处、科长)和职员应在此中起舆论指导者的作用,使大家行动起来。他们的职责如下: 1、明确什么是全员质量管理,怎样施行这种管理。因各公司情况不同,部、课长和职员有责任对具体的目的、办法、可能发生的问题和防止办法作出清楚而果断的指示。
[Japanese Journal “Quality Management” reported in May 1978] TQC is understood in Japan as the quality management that all personnel participate in. It is the responsibility of all employees of the company to take the initiative in their respective positions to ensure quality. Departments, heads of departments (sections, section chiefs) and staff should play the role of public opinion mentors here to make everyone act. Their responsibilities are as follows: 1. To clarify what is the overall quality management and how to implement such management. Due to the different circumstances of each company, the ministries, division heads and staff have the responsibility to make clear and decisive instructions on specific purposes, methods, possible problems and prevention measures.
