随着改革的逐步深入,政策法规的日益完善和科学技术的不断进步,基层卫生防疫机构的管理正由传统的经验管理向科学管理转变。从而提高了卫生防疫工作的整体效益,促进了卫生防疫事业的发展。 卫生防疫管理的对象,包括人、财、物、信息、时间和业务技术。而在管理中,人具有双重的性质,人既是管理的主体,又是组织中的基本资源和管理对象。因此,人员管理,始终是基层卫生防疫机构实施科学管理的主题,也是一个难题。1 人员管理中的困惑
