日本为了加强在世界上的经济地位,已开始采取新的战略——跨国公司化和在新兴产业领域展开竞争。新战略虽在经济上会取得新的成就,但也将给日本的“行政指导”官僚体制和终身雇佣制带来具有重大影响的冲击。 一、世界经济出现了两个新因素:① 训练—管理,② 自动化。 亚当·斯密在200年前说,训练出劳动生产率高的工人和完善他们的技能,需要一个世纪或更长的时间,至于掌握有效的管理,所需时间更长。但近几十年来,情况已发生巨变。
In order to strengthen its economic position in the world, Japan has begun to adopt a new strategy - transnational corporatization and competition in emerging industries. Although the new strategy will make new achievements in economy, it will also have a significant impact on Japan’s “administrative guidance” bureaucracy and life-long employment system. First, there are two new factors in the world economy: ① training - management, ② automation. Adam Smith said 200 years ago that it will take a century or more to train workers with higher labor productivity and improve their skills, which will take longer to master effective management. But the situation has changed dramatically in recent decades.
