The last time Donald Rumsfeld saw Saddam, he shook hands with him sincerely. That was something that occurred nearly 20 years ago on December 20, 1983. An Iraqi official television station took this historic moment. This former and future defense minister was then sent as an envoy to Baghdad by President Reagan as an ordinary citizen. According to a currently-declassified State Department Telegram obtained by the Journal, Saddam Hussein’s pistol looked “dynamic and confident” at the time. Like most people who understand foreign policy, Rumsfeld realized at the time that Saddam Hussein was a murderer who supported terrorists and tried to create nuclear weapons. From the very beginning, U.S. officials were worried about Saddam’s fanaticism about biochemical weapons and nuclear weapons. In fact, as early as 1983 when Rumsfeld met with Saddam Hussein, he warned that the use of chemical weapons by Saddam Hussein might “suppress” US aid.
