要解决协调会中涉及的问题,笔者认为各方首先需要改变观念。平衡好需求和供给的关系,是医保管理机构不可推卸的责任;患者保持理性需求,才能得到细水长流的优质服务;医院改变旧观念,迎接新挑战,才能在新一轮医保浪潮中生存和发展。医保系统工程如同一张桌子,患者、医院、医保管理部门是它的三个脚,三个脚都平衡了,桌子才可放稳。作为区级医院,一路走来,我们亲身经历了医保的开始、实施和变革。当前,医院面临医保总额控制的巨大压力和超支自负亏损问题。面对困难,我们应该在探索中寻找一条可持续发展的路子。
To solve the problems involved in the coordination meeting, I think all parties need to change their concepts first. To balance the relationship between demand and supply is the responsibility of medical insurance management organizations. Patients can maintain a rational demand to get a steady stream of quality services. Hospitals can change their old concepts and meet new challenges in order to survive and develop in the wave of new medical insurance. Health care system works like a table, patients, hospitals, health care management department is its three feet, three feet are balanced, the table can be stabilized. As a district-level hospital, along the way, we have experienced the beginning, implementation and transformation of health insurance. At present, the hospital is under tremendous pressure to control the total amount of medical insurance and overspend its own losses. In the face of difficulties, we should look for a way of sustainable development in our exploration.
