武陵山少数民族经济社会发展试验区建设,是我们少数民族聚居的武陵山区实现共同团结奋斗、共同繁荣发展的重大历史机遇。而农村基层党风廉政建设的好坏,直接关系经济、社会事业的发展,关系农村稳定,更是关系到党和政府在人民群众心目中的形象。随着发展步伐的加快,农村基层也出现了很多新情况,产生了很多新的问题,如小村官大腐败,重经济轻党建,群众对腐败现象出现麻木感、容忍度提高等诸多不利于党和人民的事业健康发展的现象,需要坚持“以人为本、执政为民”理念,从着力解决发生在群众身边的腐败、坚决纠正查处损害群众利益入手,在实践中创新、完善党风廉政建设制度加以解决,巩固执政之基,提高执政能力。抓好农村基层党风廉政建设工作,更是未来5年中,稳步顺利推进武陵山少数民族经济社会发展试验区建设的客观需要。
