体育场馆不单是大型体育比赛的硬件条件,更是文化体育生活的载体。体育场馆运营业的发展,有利于满足人民群众多样化的体育需求、保障和改善民生,有利于增加就业、培育新的经济增长点,有利于增强国家文化竞争力。我国体育场馆在建设、运营和管理逐渐脱离事业体制、走向市场,形成体育场馆运营业态的过程中,面临一些具体问题,如消费者需求日益高涨而有关政策法规不尽完善或执行不到位、企业快速发展但行业自治力量薄弱等。通过梳理我国体育场馆运营业相关的政策法规,将法规进行归类分析,将法规按照不同层级归纳为纲领类、指导类、行业类3个层次,分层次剖析利弊。同时运用比较研究法,借鉴国外体育场馆运营业发展的理念和国内文化产业改革的经验,着重探讨我国体育场馆运营业未来发展的政策需求和法规保障。
Sports venues are not only the hardware conditions for large-scale sports competitions, but also the carrier of cultural and sports life. The development of sports stadium operation industry is conducive to meeting the diverse sports demands of the masses of people, ensuring and improving people’s livelihood, promoting employment, fostering new economic growth points and enhancing the cultural competitiveness of the country. In the process of construction, operation and management of China’s sports venues being gradually separated from the business system, to the market and the formation of stadium and gymnasium business operation status, some specific problems are faced such as the increasing demand of consumers and the imperfect policies or laws and regulations in place, Rapid development but weak industrial autonomy. By combing the policies and regulations related to the operation of sports stadiums in China, the laws and regulations are classified and analyzed, and the laws and regulations are classified into three levels according to the different levels, including the categories of guidance, guidance and industry, and the advantages and disadvantages are analyzed hierarchically. At the same time, using the comparative research method, drawing lessons from the concept of the development of the overseas stadium industry and the experience of the reform of the domestic cultural industry, we focus on the policy requirements and regulations of the future development of the stadium industry in our country.
