人才是科技创新最宝贵的战略资源。上海要实现科教兴市主战略,在建设创新型国家的进程中作出应有的贡献,必须造就一支宏大的科技人才队伍。2003年 11月,上海市科委与市人事局联合下发了《上海市技术管理职业资格暂行规定》,旨在培育一支高素质的职业技术管理人才队伍, 从技术管理层面上保障企业技术创新体系建设,增强企业自主创新能力,推动科技创新和新兴产业发展。在全国科技大会奏响自主创新时代强音的新形势下,回顾技术管理职业资格制度实施背景,展望职业技术管理人才培养前景,对加快企业技术创新体系建设很有意义。借“CTO培训沙龙”举行之际,我们就此专题采访了上海市科委人事教育处华庆城处长。
Talent is the most valuable strategic resource for scientific and technological innovation. Under the new situation that national science and technology conference plays strong voice in the era of independent innovation, reviewing the background of implementing the qualification management system of technical management and looking forward to the prospect of training qualified personnel of technical management are of great significance to accelerating the construction of enterprise technological innovation system. On the occasion of the “CTO Training Salon”, we interviewed Hua Qingcheng, director of the Personnel Education Division of Shanghai Municipal Science and Technology Commission on this topic.
