为研究我国铁路发展与改革,国务院发展研究中心技术经济研究部成立了课题组,由研究室主任马名杰执笔的《我国铁路装备制造业消化吸收再创新的机制和经验》报告甫出便引起了业界的广泛关注,该文得到了包括张德江副总理在内国家领导人的正面批示。该报告指出,从企业角度,铁路装备技术引进、消化、吸收、再创新取得较大成绩,既得益于整个产业工业基础和技术能力的跃升,也源于企业学习和创新机制的明显变化。但企业创新能力的进一步提高是一个长期过程,消化投入低和领军人物缺乏等问题有待解决。
In order to study the development and reform of China’s railways, the Research Department of Technology and Economy of the Development Research Center of the State Council set up a research group. The report titled “Mechanism and Experience of Digestion, Absorption and Re-innovation of China’s Railway Equipment Manufacturing Industries” authored by Ma Mingjie, director of the research institute, Concerned broadly, the article received positive instructions from the leaders of other countries, including Vice Premier Zhang Dejiang. The report pointed out that from the enterprise perspective, great achievements were made in the introduction, digestion, absorption and re-innovation of railway equipment technology, benefiting not only from the industrial base and technological capability of the entire industry but also from the obvious changes in the learning and innovation mechanisms of enterprises. However, further improvement of the enterprise’s innovation ability is a long-term process. Issues such as low input in digestion and lack of leading figures need to be resolved.
