2003年以来,我国政府针对房地产行业发展过快、房价上涨过快、市场需求过度等不合理现象进行全面的宏观调控,但效果甚微,房价已经成为事关民生的一大社会问题。本文基于政策网络理论分析我国房地产宏观调控过程,通过理清我国房地产宏观调控的网络主体,探讨涉入政策形成的政府部门与各利益团体之间的复杂网络关系,进而分析我国房地产宏观调控的网络行动者、网络关系和政策结果之间的交互影响。
Since 2003, our government conducted a comprehensive macro-control on unreasonable phenomena such as the rapid development of the real estate industry, the rapid rise in house prices, and the excessive market demand. However, with little effect, the price has become a major social issue concerning people’s livelihood. Based on the theory of policy network, this paper analyzes the process of macroeconomic regulation and control of real estate in our country, clarifies the network subject of macro-control of real estate in our country, explores the complex network relations between government departments and various interest groups involved in the formation of policies, and then analyzes the network of real estate macro- Interactions between actors, network relations and policy outcomes.
