现代社会随着社会分工的细化和科学技术的发展,人类征服自然的能力日益提高。二战以后,由于政治格局相对稳定,全球性经济呈复苏、发展态势,整个人类社会的普遍联系日益紧密,社会中各个领域、各个部门、各种工作呈现出既十分复杂又高度综合的特点,于是对管理工作的要求也就越来越高。不仅一种管理工作内部存在着相互制约的关系,而且这一管理工作和其他部门的管理工作之间也存在着错综的、相互制约的关系。在这种历史条件下,象过去那样简单地理解管理工作,就无法适应新的形势了。
With the refinement of the social division of labor and the development of science and technology, the ability of man to conquer nature has increased. After the Second World War, due to the relative stability of the political structure, the global economy was recovering and developing, and the general connection of the entire human society became increasingly close. In all fields, all sectors, and all kinds of work, the society was characterized by its complexity and high degree of integration. The demand for management work is also getting higher and higher. There is not only a mutual restraint relationship within a management work, but also there are intricate and mutually restrictive relationships between this management work and the management work of other departments. Under such historical conditions, as simple as understanding the management work in the past, it is impossible to adapt to the new situation.
