中国的电信改革使电信市场格局发生了显著变化:多家经营电信业务的市场形成,一个开放的电信网络格局初步建立。在这一形势下,“互联”成为企业竞争的前提,“互通”成为市场发展的必然,“双赢”成了中国通信运营企业角逐世界电信市场的共识。转变观念是实施互联互通的关键。有一些同志认为,网间互联是为他人作嫁衣,是拿自己的自留地给别人种,因而积极性不高、主动性不强。个别地区甚至人为地设置障碍、制造麻烦,阻挠网间互联。个别电信企业对主管部门的有关规定不认真学习或片面理解,个别地方的电信企业不积极提供互联需要的管道、电路等必要的基础电信设施,并找种种理由拖延,使互联另一
China’s telecom reform has brought about a noticeable change in the pattern of the telecommunications market: the formation of markets for a number of telecom operators and the initial establishment of an open telecom network. Under this circumstance, “Internet ” has become the premise of competition in the enterprise. “Mutual Communication ” has become the inevitable development of the market. “Win-win ” has become the consensus that China’s telecom operators compete for the world telecom market. Changing ideas is the key to implementing interoperability. Some comrades believe that the Internet is a wedding dress for others, is to take their own plots for other people, so the enthusiasm is not high, the initiative is not strong. Some regions even artificially set obstacles, creating trouble, blocking internetworking.
