Ocean observations is the base of study, development and utilization ocean. Ocean observation instruments and marine survey platform are tools and methods of ocean observations. The present age is the "information age" as to the relationship between humans and nature, firstly, have to obtain information, then we can process information, disseminate information, and use them. Therefore, obtain information is the most basic,most important part. Ocean observation instruments and observation techniques is the base of marine industry research. Use marine radar to monitor the oil spill on the sea, is combine by the radar, the oil spill image recorder and multimedia computer. Finally, compose a radar oil spill monitoring system. Use marine radar monitor oil spill not only has many incomparable advantages than by other means, but also finish the numerical calculation process of oil spill monitor radar. This was a new breakthrough of the oil spill monitoring and surveillance means in china.According to marine radar imaging principle, apply the marine radar oil spill monitoring system by independent research and development, complete the following tasks:1、Picked image for the area of Dalian Port where an oil spill accident happened on 7.16.The speed of image acquisition is about 28 images per minute, and picked about 900 images in all.2、With the application of the Image, which is an image analysis and processing software, this paper did the image filtering processing, the average processing and binarization. Among them, the use of the image gray value distribution of the threshold to determine the statistical properties of S, so the correct value for the binarization of treatment is a major innovation of this article.3、Using the preparation process of the Fourier transform,this paper filtered the image in spatial frequency domain, and compared with the results of space domain processing, it expanded the image processing methods of the oil spill monitoring system.
