通过跟踪和把握社会发展的最新趋势，把具有中国特色的社会主义生态文明理念与EPR制度结合起来，考察我国EPR制度建设与实践的现状，辩析EPR制度的功能本位，提出符合我国生态文明建设背景与国情的EPR目标定位，为进一步促进我国EPR理念的进步、立法的健全、制度的完善提供理论依据和学理支持。
