I examine the impact of a maternal delivery fee exemption in Ghana on two measures of healthcare utilization related to maternal mortality-first,the presence of a healthcare professional during delivery and second,the usage of a medical facility rather than the home as the location of delivery.Using a regression discontinuity design,I estimate a reduced form model which allows for linear trends which vary around the policy threshold as well as for a discontinuous change in outcomes.Consistent with the regional implementation difficulties documented by previous qualitative research,I do not find evidence of a discrete change in utilization associated with the de jure implementation of the fee exemption policy.Instead,I find evidence that utilization trends differ around the time in which the policy was implemented-the likelihood of both skilled attendance and facility delivery increase within the four to six month period following the policys implementation.There is,however,insufficient evidence to attribute causality to the fee exemption policy.
