运用DEA-Malmquist指数对我国沿海地区2003-2012年陆源污染治理效率进行测算,并分析治理效率的动态变化、空间差异及影响因素。研究结果表明:(1)2003~2012年我国海洋陆源污染治理全要素生产率呈下降趋势,其主要原因是企业技术进步率相对下降;(2)沿海各省市陆源污染治理全要素生产率变化存在较大差异,技术进步差异是引起地区变化差异的主要原因;(3)环渤海经济区陆源污染治理效率较低,其全要素生产率2008年以后下降明显;(4)研发经费及环保投入都会促进陆源排污显著减少,工业企业规模对陆源入海污染物有显著正效应。
The DEA-Malmquist index is used to calculate the land-based pollution control efficiency in China’s coastal areas from 2003 to 2012, and the dynamic changes, spatial differences and influencing factors of the treatment efficiency are analyzed. The results show that: (1) The total factor productivity of marine land-based pollution control in China decreased from 2003 to 2012, which is mainly due to the relative decline in the rate of technological progress; (2) The total factor productivity of land- Differences and technological progress are the main reasons for the regional differences. (3) The efficiency of terrestrial pollution control in the Bohai Economic Rim is low, and the total factor productivity declines obviously after 2008; (4) Both R & D funding and environmental protection investment will promote terrestrial discharge Significantly reduced, the scale of industrial enterprises have a significant positive effect on land-based pollutants into the sea.
