In the past year or two, there have been many changes in the attitude of the common market to developing Asia. Commercial cooperation agreements have now become a means of acceptance of the policies of the common market, which, once refined, will be used to adjust the Community’s relations with ASEAN. But at the moment, the dialogue between the two regional groups is through a joint research team. Although the joint research group has played a much more role as a joint committee since its first meeting in 1975, ASEAN countries have not been able to enjoy the agreement as the Council of Europe has concluded agreements with its member States rather than with the European Commission
