十七届四中全会提出:构建城乡统筹的基层党建新格局,统筹城乡基层党建工作,促进以城带乡、资源共享、优势互补、协调发展。
The Fourth Plenary Session of the 17th Central Committee of the Communist Party of China put forward the following suggestions: To build a new pattern of grassroots party building in urban and rural areas and to make overall plans for grassroots party-building work in both urban and rural areas, and promote the coordinated development of urban areas and rural areas with resource sharing and complementary advantages.
