1971年10月25日,第26届联合国大会通过决议,“恢复中华人民共和国的一切权利,承认它的政府代表为中国在联合国组织的唯一合法代表。”那么,如何理解中国在联合国合法席位的“恢复”呢?首先,中国不是“加入”联合国。中国是联合国的创始国之一,在酝酿与筹建联合国的过程中,中国做出了重要贡献。所以,中国不存在“加入”联合国的问题。早在1941年中国就提议组建一个国际组织。1942年1月,正在对法西斯作战的中、美、英、苏等26国发表了《联合国宣言》。
On October 25, 1971, the 26th UN General Assembly passed a resolution, “to restore all the rights of the People’s Republic of China and to recognize its government representatives as the sole legitimate representatives of China at the UN.” So how do you understand China’s legitimacy in the UN? First of all, China is not “joining” the United Nations. As one of the founding members of the United Nations, China has made an important contribution in brewing and preparing the United Nations. Therefore, China does not have the issue of “joining” the United Nations. As early as 1941, China proposed the formation of an international organization. In January 1942, 26 nations such as China, the United States, Britain, and the Soviet Union that are now fighting Fascist posted the UN Declaration.
