党的十六届六中全会通过的《中共中央关于构建社会主义和谐社会若干重大问题的决定》强调了扎实推进社会主义新农村建设是构建和谐社会的重要方面。“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的20字方针体现了经济建设、政治建设、文化建设、社会建设四位一体的发展思路,涉及到“三农”工作的方方面面,是新农村建设的总目标、总要求。新疆的经济社会发展相对滞后,财政收入规模小,在建设新农村过程中,财政部门的任务十分艰巨,这就要求各级财政部门必须牢固树立统筹城乡发展和“多予少取放活”的理念,不断完善和创新财政支农政策,充分利用税收调节、预算安排、专项扶持、体制调整等手段,“让公共财政的阳光照耀农村”。
