全国工会系统的财务工作同整个工会工作一样,在各级党委的正确领导下,在广大财务人员的积极努力下,取得了新的进展。通过改革,经费收入逐年稳步增长,基本上保证了各项工作与活动的需要。目前,全国治理整顿和深化改革取得了明显的成效,社会总需求超过总供给的矛盾有所缓和。但是,财政问题仍然是当前经济生活中的一个突出矛盾,多年积累下来的问题还很多。从工会系统的财务来看,经费问题也是一大热点。各地方、各产业工会普遍反映经费吃紧。如何缓解这个矛盾,正是各级工会领导十分关注的问题。对此,我讲几点意见。一、认真执行国家的有关政策规定建国以来,国家对工会及事业单位的房屋、设备及维修都有明确的法律和政策规定。如“中华人民共和国工会法”;国家计委、建委、财政部、物资总局、全总于1979年12月所发的“关于妥善解决各级工
