[目的]描述与分析某省辖市社区卫生服务中心2004~2007年经济运行及其补偿现状,调查、分析和探讨存在的主要问题,提出完善补偿的政策建议。[方法]对某省辖市社会经济发展、社区卫生服务中心的相关指标进行综合分析。[结果]2004~2007年,某省辖市社区卫生服务中心平均总收支结余率分别为0.86%、2.27%、2.14%和2.23%,业务收支结余率分别为-2.31%、-0.59%、-2.56%和-4.05%,医疗收支结余率分别为-47.08%、-43.19%、-43.17%和-58.84%,药品收支结余率分别为18.08%、18.67%、17.34和21.15%;在总收入构成中,财政补助占总收入比分别为6.70%、6.41%、8.47%和9.73%,医疗收入占总收入比分别是32.10%、32.58%、33.87%和31.78%,药占比分别是58.24%、57.73%、54.24%和54.18%,其他收入所占比分别为2.96%、3.43%、2.78%和4.31%。[结论]某省辖市社区卫生服务补偿机制不合理,突出表现在:政府投入不足;承担大量的无偿服务;项目收费标准不合理;以药补医等,亟待调整与完善。
[Objective] To describe and analyze the main problems of the economic operation and compensation status of community health centers in a provincial municipality from 2004 to 2007, and to put forward the policy suggestions of perfecting the compensation. [Methods] A comprehensive analysis was made on the relevant indexes of social economic development and community health service centers in a provincial municipality. [Results] From 2004 to 2007, the average total balance of payments for community health centers in a provincial municipality was 0.86%, 2.27%, 2.14% and 2.23% respectively. The balance of business receipts and expenditures was -2.31% and 0.59% respectively. , -2.56% and -4.05% respectively. The balance of medical expenses and expenditures was -47.08%, -43.19%, -43.17% and -58.84%, respectively. The balances of receipts and expenditures of medicines were 18.08%, 18.67%, 17.34 and 21.15% respectively. In the composition of total income, the financial subsidies accounted for 6.70%, 6.41%, 8.47% and 9.73% of the total income respectively. The proportion of medical income to total income was 32.10%, 32.58%, 33.87% and 31.78% 58.24%, 57.73%, 54.24% and 54.18% respectively. Other income accounted for 2.96%, 3.43%, 2.78% and 4.31% respectively. [Conclusion] The compensation mechanism of community health service in a provincial municipality is unreasonable, which is manifested in the following problems: insufficient government investment; large amount of unpaid service; unreasonable charging standard of the project;
