城乡经济社会协调发展问题,关键在于打通城乡壁垒.形成以城带乡、城乡联动、整体发展的格局。坚持城乡互动原则,既要促进资金、技术、人才等生产要素向农村辐射和转移,更要切实增强农村自我发展能力和创收能力,从城市输血转变为农村造血。在市场经济条件下.政府必须大力培育农产品市场主体,强化政府部门日常工作联动机制,积极发展农村专业合作组织,推行科学的经营管理制度。
The key to coordinating the economic and social development between urban and rural areas lies in getting through the barriers between urban and rural areas, and forming a pattern of urban-rural integration and urban-rural linkage and overall development.
