1 我省蓄滞洪区的基本情况我省列入《国家蓄滞洪区名录》的蓄滞洪区共有12个,分别为海河流域7个,良相坡、白寺坡、长虹渠、小滩坡、任固坡、共渠西、广润坡;淮河流域3个,老王坡、泥河洼、蛟停湖;黄河流域2个,北金堤、大功。加上未列入国家蓄滞洪区名录的淮河流域杨庄滞洪区,我省共有蓄滞洪区13个。按照现行管理体制,省水利厅负责管理淮河、海河流域的11个蓄滞洪区,黄河流域的2个蓄滞洪区由黄河水利委员会负责管理。我厅管理的11个蓄滞洪区设计滞洪总量16.94亿m~3,涉及驻马店、漯河、安阳、新乡、鹤壁5个市11个县(市),总人口81.41万人,区内耕地8.29万hm~2,房屋面积1840.12万m~3,财产总价值66.99亿元。我省淮河流域的杨庄、老王坡和泥河洼蓄滞洪区运用频率很高,其中,泥河洼运行46年来,已累计分洪43次;老王坡运行50年来,已43次分洪;杨庄投入运行5年来,2000年运用2次;海河流域的共渠西、良相坡和长虹渠滞洪区运用机率较高,共渠西投入使用43年来,已运用10次;良相坡投入运行

According to the current management system, the Provincial Department of Water Resources manages 11 flood storage and detention areas in the Huaihe River and Haihe River Basin, and two flood storage areas in the Yellow River Basin are managed by the Yellow River Conservancy Commission. The 11 flood detention areas managed by our office have a total designed flood detention amount of 1.694 billion m ~ 3 involving 11 counties (cities) in 5 cities of Zhumadian, Luohe, Anyang, Xinxiang and Hebi with a total population of 811,400 and a cultivated area of 82,900 hm ~ 2, housing area 18,401,200 m ~ 3, the total value of the property is 6.699 billion yuan. Yangzhuang, Laowangpo and Nihewan flood storage and detention areas in the Huaihe River Basin of our province are frequently used. Among them, 46 years have passed since the operation of Nihe Basin and 43 floods have been accumulated in Laowangpo over the past 50 years. Yangzhuang put into operation five years, the use of 2 times in 2000; a total of canal drainage in the Haihe River Basin, Liangxiang slope and Changhong drainage detention area with a high probability of a total of Drainage West into use 43 years, has been used 10 times;
