科学与法制,很早就已结缘。“五四”前后,一批忧国思变,救亡图强的思想家所提出的“民主”“科学”的口号,是长期痛苦思索,执著探求的结果。尽管有其不足,但这一口号已明确提出了中国社会发展的两大目标。民主是科学地思索人类、思索社会、研究社会管理的重要结论;而法制则是民主的制度化、规范化的结晶。科学探索永无休止,它不仅不倦地探究着大自然的奥秘,而且注意于人类社会自身的完善。只有在健全的民主及其法律与制度的 Science and the rule of law have long ago become attached. Around the May Fourth Movement, the slogans of “democracy” and “science” put forth by a group of thinkers who have changed their thinking about the country and who have achieved great successes have been the result of painful long-term thinking and persistent exploration. Democracy is an important conclusion of thinking scientifically about mankind, thinking about society and studying social management; and legal system is the institutionalized and standardized crystallization of democracy.
