分類原則第一類即辦的案件凡屬應辦可能辦且屬目前中心工作的案件,提經大會通過,交政府辦理。第二類研究辦理的案件凡屬應辦,但條件、辦法、步驟尚待研究的,或政府正在辦理,而辦法步骤可供參考的案件,送政府有關部門研究辦理。第三類參考的案件凡在短期內是否可能,尚待考慮的案件,送政府有關部門參考。第四類保留的案件凡不屬本市範圍以內,須請示中央,或須與其他省區洽商的,或屬不能辦的案件,暫行保留。第五類已辦的案件凡屬政府已經辦了的。
