党的十一届三中全会以后,随着改革、开放方针的贯彻执行,商业部门在流通体制、经营方式、管理方法等方面进行了一系列改革,商业流通领域发生了很大的变化。通过改革,搞活了商业,繁荣了市场,增强了企业活力,提高了企业经济效益。但是,在新的形势下也出现一些问题:有些企业不执行党和国家的政策,偏离了社会主义商业为生产、为消费服务的方向;有的企业受“一切向钱看”的思想影响,片面追求经济效益,而忽视社会效益;有的企业商风不正,以行业权力谋取私利,还出现了以次充好、掺杂使假、少秤短尺、变相涨价等损害消费者利益的行为;有的服务质量不高,服务态度不好,对顾客生硬、冷淡、粗暴等。
