为研究应对非常规突发事件的国家应急管理工作组(NEMWG)的微观结构及其构建机理,针对应对汶川地震的NEMWG合作系统,构建其合作网络模型,运用复杂网络模体方法辨析其基元结构特征——模体结构及其构建机制。结果表明,国家应急管理组织合作网络具有模体和反模体2种基元结构,网络基元结构自下而上的组合规则具有规律性,模体可被视为非常规突发事件不确定性和应对复杂性需求下应急组织合作有效性和效率最大化系统规制的伴生构型。
In order to study the microstructure and construction mechanism of National Emergency Management Working Group (NEMWG) to deal with unconventional emergencies, aiming at the cooperation system of NEMWG in response to the Wenchuan earthquake, the cooperative network model was constructed and the complex network motif Structural Features - Motif Structure and Construction Mechanism. The results show that the cooperation network of the state emergency management organization has two kinds of motif structures: motif and anti-motif. The bottom-up combination rule of network primitive structure is regular, and the motif can be regarded as the uncertainty of unconventional emergencies Effectiveness and Efficiency of Emergency Organizational Collaboration in Response to Complexity Needs Concomitant Configuration of System Regulation.
