淮河入江水道自80年代中期以后,由于农民对在河床内种植热情锐减,芦苇盛长。据实测资料分析:漫水闸以上河段行洪能力下降10%左右,没水闸以下下降25%,其中改道段金沟至漫水闸河床实际糙率超过设计糙率63.1%。1990年三河闸下泄6750m~3/s,金湖站水位达+11.19m(废黄河口基面),相当于8000m~3/s 的设计水位(+11.21m),造成三河北堤渗水,闵桥闸,先锋洞等闸洞吃紧。1991年大水、三河闸下泄8900m~3/s,金湖站水位达+11.69m,相当于设计行洪10000m~3/s 的水位,使入江水道
