《建设工程项目管理规范》由建设部颁发实施己经整整一周年了。一年来,广大施工企业认真学习、探索《规范》原理,积极贯彻执行《规范》条款,取得了良好的效果。不少企业、专家和学者还对进一步完善和修订《规范》提出了许多宝贵的意见。根据企业,专家、学者来电来函以及《规范》编写者的体会,现就《规范》中有关问题再进行研究探讨,以期更好地贯彻执行《规范》。这些问题主要包括:《规范》的作用、与国际做法的关系、与施工组织设计的关系、怎样对待施工项目管理规划、矩阵式组织、项目经理部解体的必要性、承包问题、网络计划技术的应用、质量管理体系标准与TQC的关系、项目成本核算制、施工平面图的作用、内部市场、生产要素管理中的风险防范和项目经理与建造师的关系等。
The “Construction Project Management Code” issued by the Ministry of Construction has been implemented for exactly one year anniversary. In the past year, the majority of construction enterprises conscientiously studied and explored the principle of “standardization”, and actively implemented the “norms” and achieved good results. Many enterprises, experts and scholars have also put forward many valuable opinions on further improving and revising the “norms”. According to the communication from enterprises, experts and scholars, as well as the experience of the writers of “norms”, we are going to study and discuss the relevant issues in the “norms” so as to better implement the “norms”. These issues mainly include: the role of “norms”, the relationship with international practices, the relationship with the design of construction organizations, how to deal with the construction project management planning, the matrix organization, the necessity of dismantling the project manager department, contracting issues, network planning technology Application, relationship between quality management system standard and TQC, project cost accounting system, function of construction plan, risk prevention in the internal market, production factor management and relationship between project manager and builder.
