In 2003, the CPC Central Committee made the “Decision on Further Strengthening the Work of Talents,” and formulated the strategy of strengthening China through talents. At present, the party committees and governments at all levels pay close attention to implementing the strategy of strengthening the country by employing qualified personnel as a major and urgent task. This article quotes the Code and vividly expounds the great significance of implementing the strategy of strengthening the country by employing qualified personnel and how to implement the talent strategy in order to attract, manage and utilize qualified personnel and provide useful inspiration for the implementation of the talent strategy by Party committees and governments at all levels.
