为根除制约乡镇卫生院生存和发展的症结,促进乡镇卫生事业的健康发展,胶南市政府于1996年6月作出了改革卫生院经营管理体制,大胆尝试股份合作制的决策,并选定在理务关乡卫生院进行试点。这家卫生院是个实有职工23人,设置病床21张的小型卫生院。一年多的运行实践表明,股份合作制使该院在经营管理机制、人事分配制度、干部职工个人利益与卫生院集体利益的关系等方面发生了根本性转变,各项效益指标大幅度提高,实现了当年改制当年见效,为乡镇卫生院深化改革探索了一条有效途径。其主要做法是:
