以NOAA气象卫星资料为主要信息源,以地面高程、土地利用状况、排灌能力、历年受灾状况等地面资料为辅助信息源,运用GIS高新技术,建立洪涝灾害遥感动态监测业务运行系统,对上海地区的洪涝灾情信息进行空间分析和综合处理。该系统通过对上海地区1991年6月梅雨季节的洪涝灾情分析处理后的结果表明,受灾地点分析准确,受灾面积计算精度高,从而为防汛抗灾部门提供了有效的科学依据。
