本文以区域公共产品理论为视角,论述东盟区域安全公共产品——东盟安全共同体形成中的三个阶段:冲突形态、安全机制和安全共同体的形成。以“东盟方式”供给区域安全公共产品有其他区域安全公共产品的共性,也有其独特性和局限性。“东盟方式”的溢出效应为东盟地区安全公共产品的发展提供了重要的帮助。
From the perspective of the theory of regional public goods, this article discusses three stages in the formation of the ASEAN security community - the form of conflict, the security mechanism and the formation of a security community. The commonality of providing regional public goods with “ASEAN way” to other public safety products in the region also has its uniqueness and limitations. The “spillover effect” of the “ASEAN way” has provided important help for the development of safe public goods in the ASEAN region.
