近一二年来,本市有关方面陆续制定了上海经济发展战略、文化发展战略和城市总体规划方案,明确了上海今后发展的方向,同时也给全市科技档案工作带来了新的使命和任务。“七五”期间上海科技档案工作的主要任务是:围绕经济、文化和社会发展的战略目标,紧密结合改革、开放和搞活的需要,改革管理,大力加强业务建设,提高开发科技档案信息资源的能力,积极为增产节约、增收节支服务,为两个文明建设服务。为完成上述任务,科技档案工作要实现四个转变:一是专业主管部门在管理上要从直接管理向间接的宏观管理转变;二是企业事业档案机构设立上要从各类档案分别管理逐步向综合管理转变;三是业务建设上要从一般的管理向标准化、规范化、现代化转变;四是服务方式上要从封闭、半封闭型向开放
