找公司的节能工作最先由技术处专人负责。1980年企业实行利润包干后,于1981年5月成立了由5人组成的能源办公室,由一位副经理主管,使能源管理开始走上正轨。1983年学习杭钢经验,进一步加强了对节能工作的领导,将能源办公室改为能源处,并配备了炼铁、炼钢、焦化、轧钢、热能和企管等专业技术管理人员,其中助工以上5人,中专以上文化程度9人。随后,又加强了二级厂矿和车间的两级管理,在焦化、炼铁、炼钢等四个能耗大的二级厂成立能源科,其它厂矿及车间设立专、兼职能源管理员。目前全公司共有能源管理人员110余人,形成了公司、厂矿和车间的三级节能网络,建立了一个比较完整的体系。节能网定期举
