本文介绍了一种新的同行评议案例基于美国用户满意指数的大型科技平台评估。被评估主体是美国对地观测系统的数据与信息系统(EOSDIS)数据中心,评估主体是EOSDIS在全球的用户,评估采用美国消费者满意指数(ACSI)。EOSDIS 12个数据中心的工作可概括为6个领域,2009年的评估依据来自通过网络收到的全球3842个用户反馈。评估结果显示,EOSDIS在2009年的ACSI为77,高于联邦政府平均水平69。这种评估模式具有以下4个特点:(1)由第三方组织评估,评估指标与结果开放,保障评估的公信力;(2)通过网络大量问卷,保障了低成本与广泛的代表性;(3)对定性问题进行定量分析,保障了评估的客观性;(4)按照功能对系统要素分别评估,因此各数据中心可以利用评估结果改进数据服务工作。这种自下而上的大型项目评估模式,对我国目前自上而下的模式有一定互补作用。
This article presents a new peer review case based on a large technology platform assessment of the US Customer Satisfaction Index. The subject of assessment is the Data and Information Systems (EOSDIS) Data Center for the Earth Observation System of the United States. The main body of assessment is EOSDIS users worldwide, assessed using the American Consumer Satisfaction Index (ACSI). EOSDIS 12 data centers can be summed up in six areas, the assessment in 2009 based on the global network of 3842 users received feedback. The assessment showed that EOSDIS had an ACSI of 77 in 2009, above the federal average of 69. This assessment model has the following four characteristics: (1) evaluation by third-party organizations, evaluation of indicators and results open to ensure the credibility of assessment; (2) large number of questionnaires online to ensure low-cost and extensive representation; ) Quantitative analysis of qualitative issues, to ensure the objectivity of the assessment; (4) According to the function of the system were evaluated separately, so each data center can use the assessment results to improve data services. This bottom-up assessment of large-scale projects, on our current top-down mode has a complementary effect.
