近年来,现代网络技术的发展和普及程度得到了很大的提升,而代表着将现代技术与商业模式相结合的全新交易形式——电子商务,迅速的在全球范围内普及。但是由于电子商务进行的方式是通过虚拟的网络完成的,在安全、信用、交易模式和支付方式等方面存在了很大的挑战。为了使消费者权益、交易安全、行业发展和交易秩序得到安全、有效的合理保障,就必须制定出具有较强可行性的法律法规,加快电子商务监管体制改革,落实电子商务的监督管理。
In recent years, the development and popularization of modern network technology has been greatly improved, and represents a new form of trading combining modern technology and business model - e-commerce, rapidly universal in the world. However, as e-commerce is conducted through a virtual network, there are great challenges in terms of security, credit, transaction mode and payment method. In order to ensure the safe, effective and reasonable protection of consumers’ rights and interests, transaction security, industry development and order, it is necessary to formulate laws and regulations that are more viable and to speed up the reform of the e-commerce regulatory system and implement the supervision and administration of e-commerce.
