2002年9月,省委教育工委、省教育厅为贯彻依法治国基本方略,加快依法治教进程,推进各级各类学校的依法治理, 促进教育的改革和发展,维护学校、教师和学生的合法权益,作出了《关于全面推进依法治校的决定》,从提高对依法治校重要性和紧迫性的认识,确立依法治校基本原则,健全学校章程及各项制度等13个方面,在全国率先全面、系统地提出了依法治校的指导思想、基本原则、工作目标和任务。2003年2月,又印发了《河北省教育厅关于实施<河北省依法治校工作考核评估标准>(试行)的通知》,对依法治校的各项工作进行了分解细化。之后,各试点县、校积极探索、锐意进取、大胆实践,创造了依法治校工作的新鲜经验,涌现出了一批依法治校的先进学校,其中河北师大附中、衡水中学、张家口四中、沧洲二中、香河二中、徐水崔庄中学、邯郸县实验小学共7所学校被推荐为教育部依法治校示范校。我们特从中选了一所中学(香河二中)、一所小学(邯郸县实验小学)的经验予以刊发,作为“学校管理”板块重点栏目“校长论坛”的开栏文章,以期对广大校长依法治校、提高管理水平有所借鉴。

After that, all the counties and schools actively explored, determined to forge ahead and daring to practice boldly. They created fresh experiences in governing the school according to law and emerged a batch of advanced schools that are governed by law. Among them, there are 4 middle schools in Hebei Normal University, Middle High School and Zhangjiakou , Cangzhou II, Xianghe II, Xu Shui Cui Zhuang Middle School, Handan Experimental Primary School a total of seven schools were recommended for the Ministry of Education according to law school model school.
