本文在综合分析湖南水稻生产机械化发展现状和发展制约因素的基础上，提出了当前及今后一段时期湖南水稻生产机械化发展的战略方针和战略目标，即：按照因地制宜，分类指导，重点突破，全面推理的原则，抓住水稻收获、栽植和烘干等主要环节，大力发展“小（机身小巧）、轻（质量轻）、高（科技含量高）、廉（质优价廉）”型作业机械，积极培育水稻生产农机社会化服务组织，到2010年全省综合机械化水平达到70％以上，城市郊区等经济发达地区基本实现水稻生产全程机械化，洞庭湖区等水稻主产区基本实现水稻生产机械化，丘陵山区基本实现主要环节的机械化。文章还就如何实现战略目标提出了一些具体措施。
