The uncertainty and complexity of dealing with social and ecological systems is deeply dependent on the ability of natural resource users to learn and adapt from the surprising ecological events and crises. This paper analyzes how the learning process is affected by the strategic behavior among natural resource users and how social conflicts are affected by social and ecological uncertainties. The article argues that social conflicts among users of natural resources severely inhibit the possibility of learning and adapting from the social ecosystem. This is a combination of political science, experimental economics, social psychology and analysis of an analysis of the case, the case of the Swedish water management system complex social conflicts and changes in the system. The paper also explores the key role that institutional context plays in determining the outcome of the learning process in the Swedish water management system and thus highlights the less elaborate political aspects of the learning process and institutional changes that have previously existed in social ecosystems.
