《归档文件整理规则》(以下简称《规则》)是规范文件材料整理的基础性标准,自2000年国家档案局发布以来,涉及面广,影响深远,其遵循的基本理念、确定的基本方法在10多年的实践中被证明是合理有效的。但随着档案工作的深入发展和信息化技术的日益普及,2000版《规则》在实际应用中遇到一些新情况、新问题。为此,国家档案局对《规则》作了修订,并于2015年10月25日发布,2016年6月1日起实施。本刊将从本期起以国家档案局相关解读为基础,连载《百问》全篇,以帮助本市各级各类档案部门准确把握《规则》内容,进一步加强和规范归档文件整理工作。同时,欢迎广大档案工作者积极反映新《规则》实施中的疑惑和问题,共同探讨新形势下的归档整理工作。
The “Rules for the Filing of Archives” (hereinafter referred to as the “Rules”) is the basic standard for standardizing the compilation of documents and materials. Since the publication of the State Archives in 2000, the basic principles of follow-up and extensive coverage have been profoundly influential. More than 10 years of practice proved to be reasonable and effective. However, with the further development of archival work and the increasing popularity of information technology, the 2000 version of the “Rules” encountered some new situations and new problems in practical application. To this end, the National Archives of the “Rules” was amended and released on October 25, 2015, June 1, 2016 come into operation. This issue will be based on the relevant interpretation of the State Archives Bureau from this issue. Serialization of the “100 Questions” will be serialized to help the archives departments at all levels in the Municipality accurately grasp the contents of the “Rules” and further strengthen and standardize the filing of archived documents. At the same time, archives workers are welcome to actively reflect the doubts and problems in the implementation of the new “Rules,” so as to jointly discuss the filing and finishing work in the new situation.
