国务院新闻办公室2月28日发表《中国的民族区域自治》白皮书,全面介绍民族区域制度在中国的建立,各自治地方享有的充分自治权及其在国家的支持、帮助和自身努力下,各项事业取得的历史性发展。白皮书指出：“中国实行民族区域自治,对于加强各民族平等、团结、互助的关系,维护国家统一,加快民族自治地方发展,促进少数民族进步,起到了巨大的作用。”截至2003年底,中国共建立了155个民族自治地方,其中包括5个自治区、30个自治州、120个自治县(旗)。民族自治地方的面积占全国国土总面积的64％左右。
