2005年1月中共中央颁布的《建立健全教育、制度、监督并重的惩治和预防腐败体系实施纲要》中提出:要大力加强廉政文化建设。检察机关开展廉政文化建设正是在这样的背景下提出来的。开展检察机关廉政文化建设,是深入推进党风廉政建设和反腐败斗争的必然要求,是一个需要不断探索的新课题。因此,探索检察机关深入开展廉政文化建设,营造健康向上的廉政文化氛围,充分发挥检察机关在构建和谐社会中的积极作用具有重要意义。当前,一些基层检察机关对开展廉政文化建设在思想上还存在模糊认识,所以,结合基层检察工作实际,从廉政文化的内涵以及如何构建廉政文化两个方面简要论述廉政文化的相关内容。
In January 2005, the Outline for Implementing the System of Punishing and Preventing Corruption, Equal Stress on Education, Institutions and Supervision promulgated by the Central Committee of the Communist Party of China put forward the following: We should vigorously step up the building of a clean and honest culture. It is against this backdrop that procuratorial organs should carry out the culture of building an honest and clean government. Carrying out the construction of a clean government culture of the procuratorial organs is an inevitable requirement for further promoting the party’s work style and building an honest and clean government and fighting corruption. It is also a new topic that needs constant exploration. Therefore, it is of great significance to explore the prosecutorial organs to carry out the construction of a clean government culture, to create a healthy and upright cultural atmosphere, and to give full play to the procuratorial organs’ active role in building a harmonious society. At present, some grassroots procuratorates have a vague idea in carrying out the culture of building an honest and clean government. Therefore, combining with the actual work of the grass-roots procuratorial work, this part briefly discusses the contents of the anti-corruption culture from the aspects of the connotation of the clean government culture and how to construct the clean government culture.
