"荣誉党员"制度,是对老党员中的特定对象实施特殊教育管理方式的一种制度安排,其基本特征是:党员的党籍不变、权利不变、政治地位不变、基本要求不变、义务略有减轻,视身体状况灵活参加组织活动和发挥先锋模范作用。创建"荣誉党员"制度,是贯彻落实科学发展观的重要体现,也是推进党的建设科学化的客观要求。
