社会保障是现代国家最重要的社会经济制度之一。目前,我国社会保障存在的问题主要是:立法不健全;覆盖面窄;资金缺口大;管理和服务职能不到位等。面对新形势下我国人口老龄化、社会转型中的失业和贫困加剧等问题,对策应是:进一步规范社会保障体系;建立健全反贫困社会服务体系;多渠道筹措社会保障资金;确保社会保障基金的安全与增值;建立社会保障基金监管体系等。
Social security is one of the most important socio-economic systems in modern countries. At present, the main problems in China’s social security are: imperfect legislation; narrow coverage; large funding gap; inadequate management and service functions. In the face of the aging population in our country under the new situation, unemployment and poverty in the process of social transformation and other issues, the response should be: to further standardize the social security system; establish and improve anti-poverty social service system; multi-channel financing for social security; ensure social security fund Security and value-added; establishment of social security fund regulatory system.
