改进主管机关保管苏联国家档案全宗文件的组织工作,改善跨部门领导 部、主管部门、机关、组织和企业,在苏联国家档案全宗文件的组织系统中,占有特殊地位。我国计有二十三万多个机关,其文件经过适当挑选以后应移交国家保管。它们保管有三千四百三十万个应永久保管的案卷。 组织主管机关保管苏联国家档案全宗文件的目的和意义在于:第一,主管机关是产生反映苏联人民创造性劳动历史的文件的基地;第二,主管机关是补充和丰富苏联国家档案全宗的源泉;第三,主管机关受国家委托按照规定的制度,在一定时期内负责保管文件(直到移交国家档案馆为止)。 因此,组织主管机关保管苏联国家档案全宗文件,是整个档案事业不可缺少的组成部分。全部档案事业的成就,在很多情况下,取决于主管机关档案工作的水平。这就是为什么在1980年4月4日苏联部长会议批准的苏联国家档案全宗条例和苏联档案管理总局条例中,特别强调了主管机关保管文件的问题、强调了提高主管机关管理文件的作用和责任心,并赋予档案机关对主管机关相应的责任和权利。
