国务院于1998年底印发了《中国预防与控制艾滋病中长期规划（1998－2010）》。《规划》明确了艾滋病防治工作总目标及近期和远期防治工作目标：建立政府领导、多部门合作和全社会参与的艾滋病性病预防和控制体系，在全社会普及艾滋病、性病防治知识，控制艾滋病的流行和传播。
The State Council issued the “Medium and Long-term Plan for AIDS Prevention and Control in China (1998-2010)” at the end of 1998.
