目的:设计一套科学、实用的县级医院手术类临床科室绩效考核指标体系。方法:使用文献研究法、头脑风暴法、关键绩效指标法、德尔菲法来筛选考核指标,运用平衡计分卡法来构建指标体系的框架,采用专家排序法和层次分析法来分配指标权重系数。结果:设计了包括4个一级指标、9个二级指标、25个三级指标的县级医院手术类临床科室绩效考核指标体系。结论:考核指标选择具有关键性,各级指标权重系数分配合理,考核指标体系设计科学,具有较强的操作性,能够为县级医院对手术类临床科室进行绩效考核提供有益借鉴。
Objective: To design a set of scientific and practical index system of performance evaluation of clinical department of county hospital. Methods: Using the literature research method, brainstorming method, KPI method and Delphi method to screen the assessment index, using the balanced scorecard method to construct the framework of the index system, using expert ranking method and AHP to assign the index weight coefficient . Results: The performance evaluation index system of county-level hospital surgical departments was designed including 4 first-level indicators, 9 second-level indicators and 25 third-level indicators. CONCLUSION: The selection of evaluation indexes is crucial. The weight coefficients of indicators at all levels are well distributed. The evaluation index system is scientifically designed and has strong operability. It can provide useful reference for the performance evaluation of surgical departments in county hospitals.
