财政政策与货币政策(以下简称“两大政策”)作为一国宏观经济调控的最重要政策,倘若协调配合不力,形成“两张皮”现象,不仅不能促进经济的健康发展,而且会阻碍甚至破坏经济的发展,其应有的作用也不会得到充分发挥。从近几年运行情况看,我国现行体制下的财政与货币政策表现为,财政收支失衡,信贷收支失衡,财政信贷收支综合失衡。因此,重构我国“两大政策”协调配合机制,对于促进国民经济持续、快速、健康发展,对于“九五”计划及2010年目标的实现,将会起到不可低估的作用。
